“A Psychotic Homeless Man is Terrorizing NOLA’s CBD”

He goes by the name “Riley.” He is in his mid-20’s and psychotic. He is homeless and roams aimlessly around downtown New Orleans. He carries around a duffle bag and tends to loiter in front of Smoothie King at 601 Poydras Street or in front of Tulane Medical Center. He wanders along Common Street. He can be heard talking to himself and arguing endlessly with voices in his head. He oftentimes rambles on about Trayvon Martin and George Zimmerman. He screams at and threatens to kill or shoot people randomly walking by.

He lives by shoplifting from Walgreens stores at 801 & 900 Canal Street. He was arrested for threatening to kill McDonald’s employees at 711 Canal Street. He is constantly being arrested by police and held for psychiatric examinations. He is constantly being released after spending several days in a psych ward.
