“Part 2: Dysfunction & Sexual Harassment Claims Plague NOLA’s DDD Rangers”

There’s a well-known saying, “Power corrupts and absolute power corrupts absolutely.” That saying may prove to be an understatement when it comes to the dysfunction of the Downtown Development District’s Ranger program.

According to current and former Rangers, who “The NOLA Tabloid” will not identify, the Downtown Development District does not have a traditional Human Resources department. Decisions on promotions, discipline, and terminations are subjectively based solely on what one or two top DDD executives think - fostering an environment ripe for abuse.

This subjectivity has allowed one older, male supervisor the ability to constantly pair himself to work with only female Rangers. The unnamed Rangers claim that this supervisor never schedules himself to work with another male and the female Rangers he chooses get preferential treatment on the job. Instead of out patrolling for hours in the elements, the supervisor and his chosen female Ranger for that day sit in the office’s breakroom and watch T.V. Supposedly, the women are aware of the supervisor’s ploy but do not complain due to fear of retaliation.

If that wasn’t bad enough, this same supervisor is constantly race-baiting and railing against Donald Trump in the breakroom. The unnamed Rangers allege that this supervisor is an avid watcher of CNN News in the breakroom and likes to blurt out profanities and somehow weave “racist white people” into every topic of conversation. Many of DDD’s upper management supposedly do not have a problem with these outbursts, since most are Democrats and some even former Democrat staffers who held positions in Mayor Mitch Landrieu’s campaign or administration. In fact, Dr. Jennifer Avegno, the wife of the DDD's CEO, Kurt Weigle, was named director of New Orleans Department of Health by Mayor Latoya Cantrell in July of 2018.

Some believe that this supervisor’s breakroom tantrums are perpetrating a toxic working environment at the DDD in which some African American Rangers refuse to work with Rangers of a different ethnicity.

In February of 2019, a male Ranger was fired by DDD's upper management only 48-hours after filing a formal complaint against this supervisor for his antics.
