“Part 3: Tulane Receives Big City Contracts, While Dodging Huge Property Taxes”
There is a hilarious slant on a longstanding saying, “Fool me once, shame on you; fool me twice, well, you’re not going to fool me twice.” However, based on Tulane’s ability to “fool” the City each year, this slanted saying proves telling.
This article is the last in an exclusive series by “The NOLA Tabloid” in examining contracts awarded by the City of New Orleans to Tulane. Tulane’s status as a non-profit organization allows it an exemption from paying annual property taxes to the City on dozens of lucrative, multi-million dollar properties in Orleans Parish.
On December 18, 2017, the City granted Tulane a $185K+ contract, payable in monthly installments of $5,800 for 32-months, to provide limited, part-time medical services at the Youth Study Center, which is the City’s pre-trial detention facility for juvenile offenders.
On August 22, 2018, the City, under Mayor Latoya Cantrell, greatly expanded the previous contract and granted Tulane a $665K+ deal, payable in monthly installments of $55K, to now provide full-time, year-round medical services at the Youth Study Center.
