“Tulane Receives Big City Contracts, While Dodging Huge Property Taxes”
For anyone living in NOLA, the Tulane brand is everywhere. Whether it’s Tulane University, Tulane School of Medicine, or Tulane Medical Center, the name carries prestige.
Although Tulane is a private university and charges astronomical tuition rates, it is, ironically, a non-profit organization. The same is true for Tulane Medical Center & Tulane School of Medicine. All of Tulane’s holdings are owned by the non-profit, “Administrators of the Tulane Educational Fund.” This non-profit status allows Tulane to dodge property taxes on its land, campuses, and buildings. For example, Tulane University’s flagship Uptown campus is appraised at $625+ million, Tulane School of Medicine is appraised at $26+ million, and Tulane Medical Center is appraised at $20+ million, according to the Orleans Parish Tax Assessor. And that’s just the proverbial “tip of the iceberg.” Tulane is exempt from paying property taxes to the City of New Orleans on dozens of properties, worth hundreds of millions of dollars annually!
To make matters worse, Tulane has received lucrative contracts from the City in taxpayer money. The City of New Orleans’ purchasing & procurement website, www.purchasing.cityofno.com, lists seven active city contracts, or amendments to previous contracts, granted to Tulane.
On November 6, 2017, the City granted Tulane a $300K extension to provide primary healthcare and behavioral health services to homeless adolescents or youth at risk for homelessness. This extension placed the total contract, which began in 2015, to a sum of $1 million+.
On November 9, 2017, the City granted Tulane a $57K extension to provide medical services & pharmacy assistance to patients living with HIV/AIDS. This extension placed the total contract, which began in 2016, to a sum of $316K+.
